The header dropdown in the toolbar should consider its selection, so that
selecting "=== Foo ==" and clicking "Header 2" substitutes "== Foo ==" instead
of "===== Foo =====". This requires an infrastructure for generating the
pre/peri/post values with a function, which isn't present yet.
