CirrusSearch's phrase suggest can return phrases that would be filtered out of
search results. Here is an example:
https://www.mediawiki.org/w/index.php?title=Special%3ASearch&profile=advanced&search=flwo&fulltext=Search&ns7=1&profile=advanced&srbackend=CirrusSearch
This is because suggestions are based on the whole search corpus and not
filtered by the current query. Elasticsearch doesn't support this bug there is
an issue open for it here:
