Obviously. 

It is possible to double it (ns-1 + ns-talk), and after remove ns-1, but it is
a detail.

An other problem may be the local language, which have talk pages, but others
may have an issue. In French, Wikipédia: is with an accent (we can remove it
and still have something understandable), but in Korean, it is very difficult
to convert 위키백과: (%EC%9C%84%ED%82%A4%EB%B0%B1%EA%B3%BC:)...
