When the selected input language lacks input methods, the keyboard menu on text
fields displays a single option "Use native keyboard" for the language. This
option should be presented as active (with a tick on the left) and that is not
happening initially.
Steps to reproduce:
1. Open http://es.wikipedia.org/ (or any wiki with a language lacking input
methods)
2. Click on an input field and open the keyboard icon menu.
3. Observe that "Use native keyboard" is not selected.
Note that, selecting input languages with no input methods should not be that
common once bug #52666 is fixed, but still possible in the case when the
default language of the wiki lacks them.
