If I go to <https://meta.wikimedia.org/wiki/Special:CentralNoticeBanners> and
apply a filter, I end up back at
<https://meta.wikimedia.org/wiki/Special:CentralNoticeBanners>. I imagine this
is a result of POST being used instead of GET:
<form action="/wiki/Special:CentralNoticeBanners" method="post"
class="visualClear" id="cn-banner-manager">
It'd be helpful to be able to pass links to others that filter the banners.
Something like...
<https://meta.wikimedia.org/w/index.php?title=Special:CentralNoticeBanners&filter=Rory>.
