This is currently hardcoded into InitaialiseSettings for enwiki

Reedy looked at it earlier today after some
<del>poking</del><ins>encouragement</ins>, It appears to exist prior to the
conversion to SVN (Yes SVN, not GIT).
Dereckson removed its rate limit exemption in
https://gerrit.wikimedia.org/r/#/c/25696/ and no one has shouted about
breakages yet.
