As evident from the redlinks in URL. This was set to true per explicit
community request because most of legitimate Meta-Wiki users come from other
Wikimedia projects, of course.
It was disabled with chance-id ab6dbfa0 only as a workaround for bug 44754,
from what I can see, so it should be restored now that the bug is fixed. (This
would have required less that 7 months to notice if someone had warned the
community...)
