At strategy.wikimedia.org i get a message notice "You have new
[http://strategy.wikimedia.org/wiki/Special:NewMessages messages]." Going to
http://strategy.wikimedia.org/wiki/Special:NewMessages it says "There are no
new messages for you." Nonetheless, on any other page the orange message bar
still appears.
