Due to legal changes
(https://en.wikipedia.org/wiki/Israel_Summer_Time#2013.E2.80.93Present), the
move from summer time in Israel is supposed to be in the end of October and not
in September. The current Asia/Jer timezone in wikimedia servers is wrong.
