The link in the user's preferences goes to a page that says "No such special
page" (https://test.wikipedia.org/wiki/Special:MWOAuthManageMyGrants), because
we don't register that special page unless it's the central wiki.
Either the link needs to go to the central wiki, or make the page available
elsewhere.
