UploadWizard does a lot of hacky and probably-unnecessary things. e.g. multiple
licenses per batch, a preference for default license, and so on. Let's use
stat1 and EventLogging to determine a bunch of complicated things that we can
tear out.
This is a tracking bug because we have to integrate EventLogging first, then
find the results, then we'll file bugs to remove things we determine we can.
