The patch is 6 years old and really obsolete.
We now have interwiki.cdb which provides interwiki structure on the WMF
cluster, so the bug title is not relevant anymore. What I think this bug is
asking for is for self-interwiki prefixes to work, e.g., for [[w:Wikipedia]] to
link to [[Wikipedia]]. This will make cross-wiki transclusion (bug 4547) a lot
nicer.
