Mostly, I brought this (deploying MassMessage) up in a Deployment updates meeting, and there was some push back from a product view. In short: "shouldn't this functionality be built into something like Echo?" So, I won't go around them and deploy MassMessage everywhere until that conversation is settled (for some value of "settled"). Now, what we should do is deploy MassMessage somewhere so you/others can test its functionality on a WMF production-like site. Let's get this out to test2.wikipedia this Thursday.
