1) Set $wgTranslatePermissionUrl = false;
2) Browser Special:Translate logged out (assuming anon cannot translate)
3) Open a message
Observed: "You need permission to translate messages. Request permission"
linking to current page.
Expected: Only "You need permission to translate messages."
