If a closing tag is added without an opening tag, the software barfs with an
unhelpful error message.
Steps to reproduce:
1. edit a page on meta, add </translate>, and click save
Expected results:
A user-friendly error, or the tag escaped and therefore displayed in the
resulting HTML.
Actual results:
Internal error: Fatal exception of type MWException.
