cursor is frozen
Seen in FF and Chrome
On a page that contains text like
foo<ref>reference text</ref>bar
* place the cursor to either side of the "[1]" being displayed.
* use arrow keys to move the cursor to the "[1]". The Reference icon appears.
At this point none of the arrow keys function, nor does ENTER, BACKSPACE or
DELETE.
TAB functions in the way one would expect
