I might be wrong here, but the way I read https://gerrit.wikimedia.org/r/#/c/86708/3/templates/varnish/zero.inc.vcl.erb is that X-CS2 (appended “2”) gets set unconditionally. X-CS (no “2” at the end) only gets set if the domain matches. (Note that 639-02, 297-01, 426-04 whitelist both).
