So it turns out it only displays if wgSecureLogin is on, but it defaults true
either way.  The gotcha is that it wasn't not on for Labs, *except* loginwiki. 
However, loginwiki is not taken into account by the Preferences logic.  

I believe the above should workaround that by disabling wgSecureLogin on
loginwiki as well.  However, I haven't tested it, since I don't have a
realistic CentralAuth environment.

This is just intended to be temporary until there's an SSL setup on Beta that
is trusted out-of-the-box by browsers.
