We get a lot of spam account requests on our wiki, and it would be very handy
to be able to act on a set of requests through the 'open requests' page
(Special:ConfirmAccounts/authors&wpShowHeld=0). I have in mind something like
the mailman admin interface; a checkbox by each request, and a list of the mass
actions to take (Accept / Reject (delist) / Hold / Spam).
