Special:Categories should allow filtering by prefix.
Currently it allows offset only (via Special:Categories/<offset> as well as
param in query string), which is actually less practical and useful than
prefix.
I can't find any example of practical usage of the offset linking via
Special:Categories/<offset> - always intended to display categories having
given prefix, so this URL call can be changed to prefix instead of offset
behavior. However, if from some reasons it will be decided to keep it this way,
then some URL like Special:CategoriesPrefix/<prefix> should be created instead.
