* It's not possible to input such a value on Web UI.
* It's possible to do so via API:

* On the diff view, HMS data are displayed in edit summary, but not in diff
rows.
* On the entity view, HMS data are displayed as 00:00:00
* api.php?action=wbgetentities returns it correctly
* If I add a qualifier to it via the Web UI, HMS data get lost:
