ULS's "Common languages" feature uses several techniques to get the languages:
1. The current user's previous languages.
2. The current user's Accept-Language.
3. The languages identified by geolocation.

There is another relevant technique: variants of the content language. For
example, in the Portuguese Wikipedia (pt), most of the articles are in
Brazilian Portuguese, while the default interface is in European Portuguese. To
help the users see an interface that is consistent with content, Brazilian
Portuguese should be prominently shown in the ULS, preferably in the three big
buttons.

A similar feature can be useful for German and Dutch (with their informal
variants), for English (British etc.) and for some other languages.
