We'd have to ask Greg what he really meant by this when he added that to [[mw:Review queue]] instead of leaving the process pointing back to [[mw:Writing_an_extension_for_deployment]], but if I were to hazard a guess: I think Greg tried to clear the review queue because it was suffering from neglect. He tried summarize the original linked document: [[mw:Writing_an_extension_for_deployment#Design_review]] by saying it has a proper "design review." It clearly implies design review as being a product design review with a design UI design component [[mw:WMF_Project_Design_Review_Process]] probably dating back to when they were in the same department. If you look at an earlier revision [https://www.mediawiki.org/w/index.php?title=Review_queue&oldid=697844], you can see the tracking list that was its original purpose since Brion created it. Around that time, it was getting unmanageable four months ago with little movement. My guess is that there simply had been no recent Extensions (other than in-flight extensions like Math and SignupAPI) that had actually gone through this process and in an effort to systematize the process into a workable checklist, it got morphed over time from "send it to product design for review" to "send an e-mail to a designer and to the design mailing list." *shrug* -- You are receiving this mail because: You are the assignee for the bug.
