I'm here from the duplicate in comment 15.

There are all sorts of usage patterns that could occur with this tool, good and
bad, and providing a partial log is worse than useless; it's actually bad. It
encourages baseless guessing (and curiosity over and above the usual), and
actually makes life harder for anyone trying to genuinely identify use of the
tool.

Either make the data generated by the thanking tool totally private, like
Special:EmailUser (which I happen to agree with Kww could be removed entirely),
or make it entirely public, just like all other on-wiki activities. This
halfway house is of benefit to nobody.
