Regarding your notice about the second request. Yes, you are right,
"Taraškievica" is a name in Belarusian (not in the orthography we are talking
about, as it is uses the Cyrillic script, rather the Belarusian Latin script,
but nevertheless this is Belarusian). I agree that the diacritics are usually
not kept in English, but only in the cases when the proper name is adopted in
English. Now we have the situation when this name is not adopted and not widely
used in English, so the proper name in Belarusian seems to be correct even with
diacritics, like it is correct for non-english proper names with accented
characters or geographical proper names with umlauts, for instance.

Anyway I will ask for a community opinion and get back to this question,
thanks!
