Commons file and category pages with a monument template with unlisted
(unknown, faulty) identifier should be automatically placed into special
tracking and maintentance categories like "Monuments with unlisted
identifiers".
Additionaly, some detection and warnings should be implemented into the
national templates to exclude IDs which are not in the expected format (text
instead of numbers, wrong number of digits etc.).
(https://toolserver.org/~platonides/wlm2013/users.php is able to recognize and
count unlisted identifiers)
