Per the impending:
https://en.wikipedia.org/wiki/Wikipedia:Requests_for_comment/Template_editor_user_right
Enwiki will need a new protection level and user right to edit through it
grantable and revokable by sysops.
I see no technical hurdles to the requested change, and the consensus (above)
seems clear; I'll submit a patch for inspection that will be available for
deployment at the conclusion of the RfC.
