Apparently, the dependency for the CLI version of PHP is missing (php5-cli?).
I just verified this with
https://wikitech.wikimedia.org/wiki/Nova_Resource:I-00000913 . I used:
sudo puppetd -tv
to run it, but the config is pretty simple.
