action=query&list=centralnoticelogs is not using a prefix which would cause
throuble if any other module would do so, too.
Currently existing api paramters are campain, user, limit, offset, start, end.
They should be renamed to e.g. cnlcampain, cnluser, cnllimit, cnloffset,
cnlstart, cnlend.
This would be a breaking change.
