Marking the original request as WONTFIX.
While FlaggedRevs can be used (sort of) like what is originally being
suggested, the actual premise of "once people have voted enough, it becomes
immutable" goes against the "anyone can edit" principle. Of course a 3rd party
extension could implement this, but you'd be hard pressed to get a WMF
community to approve it.
