Please rephrase the message "Visualeditor-preference-enable". Currently it
says: "Enable VisualEditor (only in the main and user namespaces)"
With https://gerrit.wikimedia.org/r/#/c/90923/ the VE was enabled in NS_FILE,
NS_HELP, NS_CATEGORY namespaces too.
