Currently, an instructor must first create a course, and then add themself as
instructor using the link the Summary box. This is confusing. In cases where a
user with the instructor right (but no higher-level rights such *course
coordinator* or admin) creates a new course, this is almost always a course
they are instructing. In such cases, the user should be automatically added as
an instructor for the course at the time of course page creation.
