Click on permalink icon next to topic or post on ee-flow.
Current behavior (pre merging of https://gerrit.wikimedia.org/r/#/c/92437/): on
a topic, nothing happens, and on a post, the post is highlighted, but the URL
doesn't change.
With https://gerrit.wikimedia.org/r/#/c/92437/, behavior will be: clicking on a
topic or post permalink makes the URL bar change to reflect the link to topic
or post, and in the link to post case, the post is highlighted.
Ideal behavior: clicking on a topic permalink takes you to that topic in
isolation; the URL bar shows the link to this topic. Clicking on a post
permalink takes you to the topic which the post is part of and scrolls you down
to the specific post, with green highlighting; the URL bar shows the link to
this post.
