Actual Results:
The top bar says "Looking for general help on Wikipedia? Visit the Wikipedia
Village Pump or Help Desk to discuss", where the two are links to the English
Wikipedia.
Expected Results:
This header should link language- and project-neutral pages such as [[m:Tech]]
or [[m:Wikimedia Forum]], or at the very least use appropriate terminology
("English Wikipedia", not "Wikipedia").
