UX asked for us to update a number of the error messages that can be
encountered by users.
After a number of iterations, we settled on a format where,
* The error message is friendly to casual users
* Each error message has a short phrase and error code giving explicit details
that a developer can use to debug
** This part of the message should be less noticeable visually
* Error codes will link to a help page, where users and developers can do
initial troubleshooting
