The content of the new toolbar incl. the special characters are hardcoded in
the extension.
I suggest to make the toolbar configurable per project, like it is already
possible with the CharInsert extension.
Now we have the toolbar extension above the edit window and the ChatInsert
extension underneath the edit window. In the long run the CharInsert extension
should be unnecessary.
