It would be useful, particularly for multilingual wikis, if #time had a code
for outputting the standard date layout of a language. For example, for English
this would be equivalent to the code "j F Y", but in Mandarin it appears to be
"Y年n月j日".
I imagine this data is already stored somewhere, as it seems to be used in
signature timestamps on different language wikis.
