When gerrit 66961 was abandoned, and its status was 'REOPENED', Gerrit
Notification Bot in https://bugzilla.wikimedia.org/show_bug.cgi?id=48450#c10
changed status to "PATCH_TO_REVIEW".
Requirement: When a patch set is abandoned, Gerrit Notification Bot should not
change the bugzilla status of related bugs.
