Steps to reproduce:
1.Click on the Edit button
2.Add a Heading to the page
3.Now add a sub-heading 1
4.Add a sub-heading 2
5.Click on "Save Page"
Observed Result:
The table of contents does not appear.Now if the user adds sub-heading 3, the
table of contents show up.
