It should be possible for the generic "View license" to be an anchored link
directly to the file description page's licensing section if it detects an
expected header used on the page. It can be disorienting to click a link
promising licensing information, but then get the top of the image page without
any licensing in sight. Most file description pages on Commons use "==
{{int:license}} ==" or "== {{int:license-header}} ==", which produce
"File:X.jpg#Licensing:" or "File:X.jpg#Licensing" (with and without colon).
