Steps to reproduce (in Firefox):
1. Open ULS
2. Click on language selector icon at the top of the page.
Observed:
I. Page scrolls down and is no longer at the position it used to be at.
II. Language selector is not visible.
Expected:
I. Page stays at the position it was at if the language selector can be
displayed.
IV. Language selector is visible.
Other information:
* Cannot be reproduced in Google Chrome.
