Community has recommended to move to the localised File upload Wizard. In the
last week, the new wizard has been tested and updated to be fully functional.

I now request changing the upload command from the side bar to

The new wizard also has a link for the old form for the rare case where the
uploader wants to use the old form, which is [[Special:Upload]]
