The installer has an option which is supposed to do this:

If you don't set $wgWhitelistRead, you'll just lock everyone out of the wiki. I
may misremember but the installer didn't set it last time I tried; it may be
because you can't use the canonical name of a special page but you have to
specify it in content language, but a solution should be found.
