[[gerrit:#/c/92923]] on mediawiki.org should result in a normal and working URL
rather than the mangled version using the old-style (XHTML4-induced, no longer
necessary) MediaWiki fragment escaping.
Interwiki links to other wikis (languages) are also normally created using the
already-escaped fragment identifier, so no additional escaping is needed for
the form [[:en:Foo#bar]] either.
