Using Flow, [[#anchors]] don't link properly. For example, on "User
talk:Quiddity", if I add "[[#anchor]]", I'd expect an internal hyperlink to
"User talk:Quiddity#anchor" to be created. Instead, it always creates a link to
"Main Page#anchor".
