It seems as if a lot of times the revision change will flag a whole block as
deleted then another block added, when really nothing has been changed, or
perhaps a blank line has been inserted somewhere.  something seems to throw off
the revision compare so that it doesn't realize that nothing (or very little)
has changed.

There are only minor changes to odd words throughout this section, but the code
is obviously getting confused at the outset because an extra line has been
inserted at the start. Then it flags virtually the whole section as having
changed.

I think the blocks are the same, and the editor only added the last response,
but it looks like he deleted the previous editors responses, then added them
back in.
