Please add two rights for the sysops on the Finnish Wikipedia:
1) abusefilter-modify-restricted and 2) abusefilter-revert.
We have already two separate filters (#13 and #73) in place that are "blocking
autopromote" but as it has apparently become a restricted action, there is no
way to remove the flag from the filters when it has been set before.
The second right to revert the filter actions should be self-evident as the
administrators who put the filters in place should be able to revert the
actions when needed. The level of trust is similar to modifying the filters.
I think no community consensus is necessary for the changes because the rights
to the sysops - including to block autopromote - were granted already in 2009,
and the right to block autopromote has been used already before it became a
restricted action. The other restricted actions (block, degroup) have been
disabled system-wide already so that this would not make them available on
fi-wiki.
