whenever they fix replication): no single notification was posted on any wiki
other than Meta since August 31.
There was a notification 5 weeks later to even more recipients

and even though it's a while I doubt every single crosswiki translator
unsubscribed in this period of time.
Found while experiencing bug 55397. In that period, 1.22wmf15-20 were deployed.
Change-Id I879c6cec1598d52977d19a15a41ccede7d866c97 is the only change to this
extension in those releases.
Change-Id I561f03b0526685f51138d723f9eb7196725e0b93 is the only core change
mentioning "job" in the commit message title.
