Repro:
1. Create Item A https://test.wikidata.org/wiki/Q242 and Item B
https://test.wikidata.org/wiki/Q241
2. Add enwiki=>2 on Item A
3. Remove enwiki=>2 on Item A
4. Add enwiki=>2 on Item B
5. Restore Item A to the revision with enwiki=>2
5a. Or undo the revision removing enwiki=>2
6. It says "Site link <a class="external text"
href="//en.wikipedia.org/wiki/2">2</a> is already included in another item, <a
href="/wiki/Q241" title="Q241">Q241</a>."
