Don't use apache conf to set env vars. Jeremyb says nothing does that on prod
cluster and he's not a fan.
I'd like to stick with a 12factors style configuration from the point of view
of the core application. There is some existing code in the unit test bootstrap
that reads config from a file and injects it into the environment that could
probably be reused to make a config system that stays mostly 12factors while
not relying on the hosting container to provide the values.
